The brother-in-law, born with panhypopituitarism, needs a service dog for college, and the puppy has already passed the necessary tests. Despite the apparent suitability, OP’s husband pushes for giving away the pup, while she opposes the idea.

There is a whole thought that went into Scout’s adoption. There was a full-fledged reasoning behind it, to give Toby a friend, to make Toby learn how to share with his owners because the couple decided to finally have kids. That is why Scout was adopted. And by giving him away, none of this would happen. Their plan to have kids could potentially get delayed.

There are so many support dogs out there with passed tests, you just have to adopt them. I don’t think we have a shortage of dogs on this planet as of yet. Also, the MIL wanted this to happen so eagerly makes me suspicious about her.
