Now that was a mistake. This cannot go un-ignored by OP. According to me here’s how the ideal situation should have gone; after hearing the bad news about her son’s dog, OP rushed the vet clinic where the dog was admitted, she hugged her son apologizing constantly for her mistake. She then proceeded to cover all the costs of surgery to do the least she could in order to help.
