If the only issue was the bag of candy, I think she overreacted a little bit. However, it appears that her flatmate is unwilling to listen to any of her requests. And it makes no difference whether a person is high or not; this type of behaviour should not be excused.

I am especially concerned after reading about how the roommate treats all of their pets. That is certainly very careless, and I could not live with such a person. And it’s not like OP hasn’t tried to communicate this with him. I think it’s time she found a new flatmate or moved out.
