Flat living is never peaceful.
Living in an apartment complex can result in noise disturbances from neighbours. Whether it’s footsteps above you, loud music next door, or barking dogs, constant background noise can often disrupt your peace and quiet. It can be difficult to find a quiet moment to relax or concentrate when there are so many potential sources of noise. Sometimes you can tell your neighbour to quiet down. However, there are times when you or your neighbour have little control over the noises and must accept them as they are.
For example, telling your neighbour to turn down the music is not the same as telling them to keep their dog from barking. One thing can be controlled, while the other is difficult to do so. Don’t get me wrong: animal noises can keep you awake all night, but they don’t always indicate that the pet is in any way harmed. When I first got my kitten, he screamed and cried as if I were hurting him every time I tried to trim his claws or brush him. It was obvious that everything was new to him, and he was concerned about being separated from his siblings. So I apologised to my neighbours for the noise, and they were gracious enough to understand.

Being stern with your neighbour isn’t a bad idea if they keep disturbing you.
OP and his partner have lived in their current apartment for five years with two cats.
A new neighbour moved in right beside their flat, and they have an adorable little puppy.
While OP hasn’t had an issue with his neighbour yet, they heard loud barking from their neighbour’s flat one night.
OP tried to sleep, but it was impossible to do that, so he ended up calling the landlord, but that was no help either.

It’s safe to say that they had a bad night, and OP and his partner, who suffer from chronic fatigue symptoms, both feel like sh*t.
OP was working from home when the neighbour came to the door and tried to apologise for his dog’s loud barking.
Rather than hear what he has to say, OP went on a tirade about how their partner has a chronic condition and how they couldn’t get a wink of sleep.
OP didn’t end up accepting the neighbour’s apology and was generally outright rude and unpleasant.
OP admits to being rude on purpose and also mentioned that he is on the autism spectrum, if that changes anyone’s perspective.

I understand that being unable to sleep or waking up earlier than expected can be extremely frustrating. I mean, today started horribly for me because there was some loud construction happening right behind my house, which jolted me awake. I tried to fall back asleep, but I couldn’t, and even ear muffs weren’t helping with how loud it was.
However, sometimes you just have to deal with what life throws at you without making a big deal about it. While OP did not have to accept the apology, he should have been polite about it.
I would have to agree that how they tried to apologise is very important in this case.
Most people in the comments weren’t on the side of the OP.
We can’t just assume that the dog was being attacked.
It wasn’t as if this was happening daily.
OP could have been a lot calmer about this.

It is clear that the neighbour felt bad, or he would have come to apologise.
We can’t really assume what was happening, and the puppy might have just been feeling anxious.
They could have both talked about a solution together.
OP needs to realise that they could have handled this politely.
You never know what is happening with an animal, and sometimes they will howl even if you aren’t doing anything.
