It is not okay for OP to practice loud music in an apartment complex because professional playing and singing is bound to be loud and loudness can be annoying to anyone. However, the woman is being outrageous for demanding pin-drop silence for her baby while living in an apartment complex that has thin walls. If she wants complete silence, she can move somewhere where other human beings do not exist.
